Washington man faces sexual abuse charges
Richard Dean Downs, 50, of Washington, was arrested Tuesday and has been charged with sexual abuse, a Class B felony that can bring up to 25 years in prison.
Downs is being held in the Washington County Jail under $25,000 bail. Court records show that 10 percent will be sufficient for him to bond out. His preliminary hearing is scheduled for July 2.
According to the court record, Downs allegedly committed a sexual act on a subject under the age of 12 years old between Aug. 1, 2011, and Dec. 22, 2012. The report said that the victim had stated that Downs had made him commit a sex act as punishment for misbehaving. The victim reported that this had occurred while he was in fourth grade and stated it had not happened again until December of 2012.
The report said the victim was interviewed several times and was consistent with his statements. The victim had said he would be playing on his bed when he was supposed to be sleeping and that Downs would make him come down the steps and sit on one of the steps to perform the act.
According to Iowa Criminal Code sexual abuse includes committing a sex act on a child under the age of 12.
