Arrests

Franklin Joseph Karr, 32, of Washington was arrested Friday morning in the 1000 block of West Madison Street in Washington for violation of a no-contact order and serious assault domestic abuse.

Jessy Lee Armstrong, 24, of Washington was arrested Friday afternoon in the 700 block of North Marion Avenue on a Washington County warrant for violation of probation public intoxication, third or subsequent offense.

Michael Gene Hodges Sr., 50, of Cedar Rapids was arrested Friday evening in the 300 block of Second Avenue S.W. in Cedar Rapids on a Des Moines State Patrol warrant for failure to appear on review hearing on operating while intoxicated.

Kyle Joseph Flattery, 19, of Albia was arrested Friday night in the 1000 block of East Van Buren Street in Washington on an Albia Police Department charge of domestic abuse, assault first offense.

Steven Lee Haberberger, 37, of Brighton was arrested Friday night at East Main Street and North Benton Street in Brighton on a charge of driving while license under suspension, third offense.

Matthew Robert Reese, 27, of Washington was arrested Saturday morning in the 900 block of East 15th Street in Washington on a charge of public intoxication, first offense.

Alexandria Kathryn Gerleman, 21, of Mount Pleasant, was arrested Saturday morning in the 2100 block of Lexington Boulevard in Washington on a Washington County warrant for assault causing bodily injury or mental illness.

Lawton Ray Benna, 21, of Missouri was arrested Saturday morning at Highway 92 and the Highway 218 ramp in Ainsworth, on charges of possession of drug paraphernalia, possession of a controlled substance – cocaine, first offense, possession of a controlled substance – LSD, first offense, and possession of a controlled substance – marijuana, second offense.

Heath Daniel Peiffer, 45, of Washington was arrested Saturday afternoon in the 2300 block of Juniper Avenue in Washington on a Washington County warrant for violation of probation on original charge of possession of a controlled substance.

David Carroll Whiteaker Jr., 32, of Washington was arrested Saturday afternoon at North Iowa Avenue and West Fifth Street in Washington on a charge of assault causing bodily injury or mental illness.

Michaela Jane Scott, 19, of Washington was arrested Saturday afternoon in the 300 block of East Second Street in Washington on a Washington Police Department warrant for assault causing bodily injury or mental illness.

Terry Lee Lockamy, 34, of Cedar Rapids was arrested Saturday evening in the 300 block of Second Avenue S.W. in Cedar Rapids on a Washington County warrant for failure to appear for arraignment on possession of controlled substance, third or subsequent.

Jennifer Lynn Sargeant, 27, of Brighton was arrested Saturday night in the 500 block of East Madison Street in Brighton on a charge of domestic abuse assault.

Gary Edward Showman, 51, of Washington was arrested Saturday night in the 100 block of East Second Street in Washington on a charge of public intoxication, second offense.

Kaylie June Marie Ulferts, 19, of Cedar Rapids was arrested Sunday evening in the 500 block of First Street S.W. in Cedar Rapids on a Washington County warrant for failure to appear for plea and sentencing on possession of controlled substance -- marijuana, first offense.

Traffic accident

A caller Friday afternoon at South Wiley Boulevard and Highway 92 in Washington reported a two-vehicle accident with debris in the roadway and the roadway blocked. Officers responded. Damage amounted to more than $1,500, and a state report will be filed. One vehicle was towed. Christina Brinning of Keota was cited for failure to obey a traffic control device.

A caller Friday afternoon in the 2000 block of 155th Street in Wellman reported a semi vs. car accident with unknown injuries. Officers, an ambulance, Kalona Fire and Kalona First Responders responded. There was no ambulance transport. A towing service responded and towed one vehicle. A state accident will be filed. Ingrid Weber of Wellman was cited for failure to yield half the roadway. One subject went by private vehicle to Mercy Hospital. Justin Bruegge of Washington was cited for failure to yield half the roadway.

A caller Saturday afternoon in the 3100 block of Highway 22 in Riverside reported a two-vehicle accident by a stop light. A dark-colored SUV left and went into the nearby parking lot. A white Sebring on the shoulder was also involved. An officer checked the parking lot and was unable to locate the suspect vehicle. The other vehicle was towed upon the owner’s request. A state report will be filed.

A caller Monday morning at Highway 92 and Yucca Avenue in Ainsworth reported a traffic accident. A vehicle was passing two vehicles at once in the fog, and the caller’s vehicle went into the ditch to avoid getting hit head-on by the passing vehicle.  An officer responded. There was no damage to the vehicle, and there were no injuries. They were advised to call for a tow truck once the fog lifted.

Traffic stop serious

An officer reported being at a vehicle stop, Friday morning at Highway 22 and Juniper Avenue in Kalona. Robert Carl Singer, 22, of Donnellson was cited for driving under suspension, first offense, and speed. He was given two verbal warnings for registration.

An officer reported a traffic stop, Friday night at West Fifth Street and Highway 1 in Washington. A citation was issued to William Irvin Smith, 42, of Keota for driving under suspension, first offence. Warnings were given for no headlight and for failure to have registration card.

An officer reported being at a vehicle stop, Saturday night in the 1000 block of West Madison Street in Washington. An additional officer also responded. Charges are pending on a juvenile per DCI lab results for possession of controlled substance.

A subject Monday morning at Highway 218 and 170th Street in Riverside reported he had hit a push lawn mower that was on the highway. He was driving a Jeep Compass. There were no injuries. An officer responded. They got their tire changed. Damage was under $1,050, and they were given the CFS number.

Traffic other

Dispatch received an anonymous report, Friday morning, of a white car with Louisa County plates parked for three weeks without moving in the 200 block of South Avenue D in Washington. An officer responded and chalked the tires.

An officer reported being out with a vehicle in reference to overnight parking, Saturday morning in the 400 block of B Avenue in Kalona. The officer gave a written warning to the license holder for overnight parking violation.

A caller Saturday morning in the 1900 block of 270th Street in Washington reported a gray Jeep had been parked on their property since the previous night, and her husband was unable to mow the gateway. It appeared there was no damage to the vehicle. An officer responded. The vehicle was locked up. The officer spoke with the registered owner, who was in the process of selling it. The other party had been delinquent with payments, and therefore she was going to retrieve the vehicle.

A caller Saturday morning in the 200 block of Eighth Avenue in Wellman reported a truck parked in front of the bank since 8 p.m. the previous night. It had a cherry-picker bucket on it and was also sticking out into the street. An officer responded. There were no plates on the vehicle, and the officer was unable to see the VIN due to debris on the dashboard. The tires were chalked, and the vehicle would be checked on the next day.

Disabled vehicles

A disabled vehicle was reported Saturday night at Highway 218 and the Highway 22 ramp in Riverside. The subject had already contacted a towing company.

An officer reported an unoccupied disabled vehicle, Saturday night in the 2700 block of Dogwood Avenue in Brighton. The vehicle was added to the system.

A caller Sunday evening at Highway 1 and Kiwi Avenue in Washington reported being out with a broken-down vehicle. An officer advised the vehicle was back on the roadway.

A disabled vehicle was reported added to the system, Monday morning at 190th Street and Larch Avenue in Wellman.

An officer reported being out with a vehicle with the flashers on, Monday morning and Riverside Road and 220th Street in Washington. No one was around the vehicle.

Fire calls

A caller Friday afternoon in the 700 block of 12th Street in Kalona reported an unattended fire with flames in the yard of a nearby beige house. An officer responded and made contact with the subject, who was given a verbal warning about the ordinance. The subject put the fire out.

A caller Saturday night at Highway 218 and the Highway 22 ramp in Riverside reported a fire in the ditch on Highway 218 southbound, north of the Riverside exit. Riverside Fire Department responded to extinguish the fire.

A caller Sunday morning in the 600 block of East Polk Street in Washington reported the smell of gas in the back hall and out of a vent in the boiler room. Washington Fire Department and Alliant Energy responded and took care of the problem.

Animal complaint

A caller Friday afternoon in the 200 block of Main Street in Kalona requested a welfare check on a dog in distress at a residence in Richmond. A black Lab dog in a kennel was located in the 200 block of Main Street. The dog was not in distress.

A caller Friday afternoon in the 700 block of 12th Avenue in Wellman reported two small Shih Tzu-type dogs were on her property. An officer responded and spoke with the caller, who was more concerned with the fact that her own dog had run on her and was loose. It was a yellow Lab/husky mix. She was going to attempt to locate her dog.

A caller Saturday morning in the 1100 block of East Second Street in Washington reported a dog barking and that it might be tangled up. An officer responded, and the owner took the dog inside.

A caller Saturday night in the 1200 block of Highway 1 in Kalona reported a white poodle was struck by a vehicle on Highway 1 south of Kalona. It had a collar and a tag that said Burlington on it. The dog was deceased upon an officer’s arrival. The officer was going to attempt to make contact with the owner through the veterinary clinic on Monday.

A caller Sunday night in the 2400 block of 275th Street in Washington reported a deer was hit and needed to be put down. An officer responded and took care of the deer.

A caller Monday morning in the 300 block of East Sixth Street in Washington reported a bat in her kitchen. An officer responded and assisted.

A caller Monday morning in the 200 block of North Mechanic Street in Brighton reported a bat in her dining room. An officer was en route when she called back and advised she got someone else to help. The officer was disregarded.

Barking dog

A caller Saturday night in the 1000 block of East Main Street in Washington reported he neighbor’s dog wouldn’t stop barking, two houses west of the caller. The dog owner was not home. An officer spoke with some neighbors. The dog had stopped barking.

Burglary

A caller Sunday afternoon in the 1100 block of Quail Court in Riverside reported that someone tried to break into his shed the previous night, and requested a deputy. A Stihl chain saw was missing. A report will be filed.

A caller Sunday night reported he just got home and his front door was open. Officers responded. Everything was fine in the residence.

Civil dispute

A caller Saturday morning in the 100 block of Ninth Street in Kalona reported two subjects in partnership with cattle were disagreeing. One subject had not given permission for the other one to sell the cattle. An officer responded. Both subjects agreed to split up the herd. They were advised to stay away from each other while at the sale barn.

Civil standby

A caller Saturday evening in the 200 block of East Main Street in Brighton reported her daughter was trying to get her belongings from a residence in Brighton, and the male subject would not let her in. An officer spoke with the male subject, who was advised that she had the right to retrieve her belongings since she had lived there for the past five years.

Disorderly conduct

A caller Saturday night in the 1000 block of North Iowa Avenue in Washington reported an 11-year-old male was out of control, and requested an officer. The juvenile ran away from his mother just prior to the officer’s arrival. The officer located the juvenile, and he was returned home and had calmed down.

A caller Sunday afternoon in the 700 block of East Third Street in Washington reported that her neighbor was outside yelling at youngsters as they rode by on their bicycles. An officer spoke with the subject, who denied the allegations. The incident was documented.

DP & Q

A caller Friday afternoon in the 1300 block of North Second Avenue in Washington reported loud music next door, disturbing the peace. An officer responded. The subject had already turned the music down.

A caller Sunday evening in the 1200 block of North Second Avenue in Washington reported loud music coming from a nearby location. An officer responded to the area. Several families were there, having a barbecue. The officer believed the noise was not loud and there was no problem.

Drug/narcotics violation

A caller Friday night in the 700 block of East Washington Street in Washington reported a strong odor of marijuana. An officer responded and checked the area and was unable to locate.

Family offense non-violent

A caller Friday night in the 300 block of Third Street in Wellman reported she was unable to get into her residence to retrieve items that belonged to her, since her husband had changed the locks. An officer responded and was unable to locate anyone.

A caller Sunday afternoon in the 800 block of North Sixth Avenue in Washington reported a subject was trying to take her son. An officer responded. The child was released to the mother.

Intimidation/harassment

A caller Friday morning in the 1000 block of West Madison Street in Washington reported receiving threatening messages. An officer spoke to the caller and advised her to block them on Facebook.

A caller Friday afternoon in the 300 block of West Street in West Chester reported he believed his neighbor was on his property after 10 p.m. the previous night. Officers responded. Documentation was made, and the caller requested extra patrol.

 

Motor vehicle theft

A caller Saturday morning in the 100 block of Central Avenue in Richland reported her Pontiac Grand Prix was stolen sometime the previous night after 10 p.m., and was not sure if there were keys in the vehicle. An officer responded. The vehicle was located at the Skunk River Access from an incident earlier in the night. The officer made contact with the caller, who was cited into court for false information to a law enforcement officer. The vehicle was retrieved.

Public intoxication

A caller Saturday night in the 3000 block of Coppock Road in Washington reported an intoxicated male left on foot and was last seen in the ditches north of the residence. Officers responded. They located the male, who had made some threats to the family. He agreed to stay at that location and sleep in his vehicle for the night, and his keys were turned over to another subject for the night. He was advised that if law enforcement got called back to that location for further problems, he would be arrested.

Search warrant

Officers and Iowa State Patrol reported conducting a search warrant, Sunday evening in the 2100 block of 500th Street S.W. in Kalona. The search warrant was executed.

Suspicious activity

A caller Friday afternoon in the 200 block of North Van Buren Street in Brighton requested a deputy in reference to a found item. An officer responded. The item was retrieved, and a report will be filed.

A caller Friday evening in the 500 block of North Avenue C in Washington reported finding a suspicious item in the roadway. An officer responded and spoke with the caller and picked up the item.

An officer reported being out with subjects in the 3100 block of Highway 1 in Brighton, Saturday morning. Alexis Grace Read, 18, of Washington was cited into court for possession of alcohol under legal age, first offense. Jacob Kyle Bonner, 18, of Eldon was cited into court for possession of alcohol under the legal age, second offense, possession of controlled substance -- marijuana, and possession of drug paraphernalia. Baylee Jon Escher, 19, of Washington was cited into court for possession of controlled substance – marijuana, possession of drug paraphernalia, and possession of alcohol under the legal age. One juvenile was cited into court for possession of alcohol under the legal age.

A caller Saturday night in the 600 block of West Second Street in Washington reported some kids took bags out of the bin on the east side of the gym at the school and were leaving across the parking lot. There were three or four subjects, very suspicious. Redeemable cans were taken. An officer checked the area and was unable to locate the suspects. Documentation was made.

Vandalism

A caller Friday morning in the 700 block of East Harrison Street in Washington reported that sometime during the night the power cord to their travel trailer was cut and was missing. An officer responded. Documentation was made.

Welfare check

A caller Saturday evening in the 300 block of North Grant Street in Crawfordsville requested a welfare check on her children. An officer responded. Everyone was fine.

A caller Sunday night in the 400 block of West Jefferson Street in Washington requested a welfare check. Officers responded and were unable to locate the subject, as he had just left, but a subject at the residence advised that he seemed to be fine.

A caller Monday morning in the 900 block of Seventh Street in Kalona requested a welfare check. An officer responded. There was no answer at the door. The officer left a message on the phone for the homeowners.

All other theft

A caller Friday morning in the 110 block of West H Avenue in Kalona reported her wallet was stolen the previous day, and they had it on the in-store videos. An officer responded. The wallet was located and returned to the caller. The victim did not wish to pursue charges.

A caller Friday afternoon in the 1000 block of South Iowa Avenue in Washington reported the theft of money reported by two residents. An officer responded. The incident happened sometime between Monday and Wednesday. There were no suspects. Documentation was made.

A caller Saturday afternoon in the 1000 block of East Van Buren Street in Washington reported she lost her cellphone at the football game the previous night. It was an iPhone 6S in a purple case and was inside her wallet, which was purple, pink and blue with stripes. It was possibly taken out of a friend’s bag. The phone was locating a block away from the football field. An officer responded. The phone and the wallet were both located and returned to the owner.

A caller Saturday night in the 1000 block of West Madison Street in Washington reported a gas drive-off of $33. An officer spoke with the owner of the vehicle, and he advised he would go back and pay for the gas.

A caller Saturday night in the 3000 block of Coppock Road in Washington reported his phone charger was stolen out of his vehicle along with a Bluetooth speaker and cord. An officer responded. The subject stated he left the items inside the garage, and it was now locked. The items were no stolen, and he would get them in the morning. The report was unfounded.

A caller Sunday afternoon in the 200 block of East 14th Street in Washington reported her ex-husband took their kids and wouldn’t return them, and requested an officer. An officer spoke with all subjects. The male subject was intoxicated and advised not to return to the caller’s apartment or he would be charged with trespass. There was no custody agreement in writing.

All other offenses

A test call was made Friday afternoon at the Washington County sheriff’s office.

A caller Friday night in the 600 block of North Sixth Avenue in Washington reported his wife was intoxicated and fell. He was needing assistance with getting her up so they could continue to walk home. Officers responded and helped the female up, and they continued on their way.

A caller Sunday night in the 700 block of South Ninth Avenue in Wellman reported locating a bicycle, a smaller green Mongoose BMX bike missing the pedals. An officer picked up the bike and took it to the bike shed.

A caller Monday morning in the 200 block of East First Street in Riverside reported a male subject followed her to work in a white pickup with an old travel trailer attached. An officer responded. The male subject advised he was waiting for the business to open to get a cup of coffee.
