Arrests

Samantha Jo Debler, 24, of Coralville, was arrested Friday morning in the 4500 block of Melrose Avenue in Iowa City on a Washington County warrant for violation of probation on an original charge of possession of controlled substance – methamphetamine, with intent to deliver, and possession of controlled substance – marijuana, with intent to deliver.

Lusambya Mulungula, 24, of Iowa City, was arrested Friday afternoon in the 2100 block of Highway 218 in Ainsworth on an Iowa State Patrol warrant for failure to appear for driving while suspended. He was also cited for a registration violation.

Timothy Michael McDowell, 48, of Granger, was arrested Friday afternoon at 160th Street and Highway 218 in Riverside on charges of possession of a controlled substance – marijuana, possession of drug paraphernalia, and operating while intoxicated, first offense.

Jason Paul Garrett, 42, of Muscatine, was arrested Friday evening in the 2100 block of Lexington Boulevard in Washington on a Cedar County warrant for second-degree theft.

Jimmie Lee Stringer III, 26, of Washington, was arrested Friday night in the 300 block of Second Avenue Southwest in Cedar Rapids for four Washington County warrants, for dominion/control of firearm/offensive weapon by a felon; violation of probation on original charge of prohibited acts manufacturing, delivery, conspiracy, or possession of marijuana; failure to appear for pretrial on assault causing bodily injury or mental illness; and possession of drug paraphernalia.

Ryan Lee Koller, 41, of Kalona, was arrested Sunday morning in the 2400 block of Highway 92 in Washington on a charge of OWI, first offense.

Shannon Dean Blake, 44, of Kalona, was arrested Sunday afternoon in the 100 block of South Sixth Street in Kalona on a charge of driving while barred.

 

Traffic accident

A caller Friday morning at Highway 218 and 230th Street in Ainsworth reported a car-vs.-semi accident with no injuries. The semi left the scene before a deputy arrived. The caller called back and requested medical attention. An officer, Ainsworth QRS, and an ambulance responded. A towing company responded to tow the vehicle. A state accident report will be filed. Damage was over $1,500. There was no ambulance transport.

A caller Friday afternoon in the 100 block of North Marion Avenue in Washington reported an accident, and the roadway was blocked. An officer responded. Damage was under $1,500, and drivers’ information was exchanged. Shelley Hayes, of Washington, was cited for unsafe backing.

A deputy reported being out with a vehicle in the ditch, Friday afternoon at 175th Street and Vine Avenue in Riverside. The vehicle was removed, and a warning was given for failure to maintain control.

A deputy reported being out with a vehicle in the median, Saturday morning at Highway 218 and 192nd Street in Ainsworth. The vehicle was unoccupied and had no damage. It was added to the system.

An officer reported being out with a vehicle in the median, Saturday morning in the 2000 block of Highway 218 in Ainsworth. There was no damage, and the occupants had a private tow coming. The officer went out for traffic control with the vehicle and a second vehicle along the roadway later.

A deputy reported a vehicle in the ditch northbound, Saturday morning at Highway 218 and Vine Avenue in Ainsworth. The vehicle was unoccupied and had no damage. It was added to the system and orange tape was placed on it.

A caller Saturday morning in the 1300 block of Highway 22 in Wellman reported that a vehicle had rolled in her front yard and was on its side. It was unknown whether there were injuries. An Iowa State Patrol unit, two ambulances, a rescue unit, Wellman Fire and Wellman QRS all responded. There was no transport from the scene, and an Iowa State Patrol officer handled the accident. A towing company was contacted to tow the Envoy.

A caller Saturday morning at Lexington Boulevard and Highway 1 in Washington reported an accident with no injuries. Sergio Antonio Carrasco, of West Liberty, was cited for failure to maintain control. Damage was under $1,500. A towing company responded and towed the vehicle out of the ditch.

A caller Saturday morning at Wayland Road and 290th Street in Washington reported a vehicle on its side, and the operator had hit her head. An officer, an ambulance, a Washington County rescue unit and a fire unit all responded. There was no transport. A state report will be filed. The vehicle was towed.

A caller Saturday morning at Wayland Road and 297th Place in Washington reported a black car in the ditch and she was not injured. An officer responded and then responded back to assist the tow truck from Fairfield with traffic control. A state report was filed. Cate Unternahrer, of Wayland, was cited for no seat belt.

A caller Saturday morning in the 2600 block of Wayland Road in Washington reported a vehicle in the ditch near the trailer park. Subjects were standing along the roadway. A towing company responded to remove the vehicle from the ditch. A citation was issued to Buillermo Vergara-Castro, of North Chicago, Illinois, for no driver’s license.

A caller Saturday morning in the 2100 block of Highway 1 in Washington reported that a Chevrolet Traverse had rolled once, north of the north junction, and the occupants were OK. An officer responded to the operator’s residence, as they had gone back to Kalona. A state report was filed.

A caller Saturday morning in the 3300 block of Highway 218 in Crawfordsville reported that a vehicle slid into the ditch northbound. It was a Toyota Avalon. An officer responded. The family of three slid into the ditch, and they had called for a tow. They were fine and planned to call back if the tow company needed traffic control.

A caller Saturday morning in the 3300 block of Highway 92 in Ainsworth reported one vehicle hit the back end of another vehicle at Highway 92 and Louisa Washington Line Road. One vehicle was still in the roadway. An Iowa State Patrol officer responded and was unable to locate any vehicles in the area.

A caller Sunday evening in the 1100 block of East Van Buren Street in Washington reported that someone hit his vehicle. An officer responded. The subject had left a note on the vehicle. Drivers’ information was going to be exchanged. Documentation was made.

 

Traffic stop serious

An officer reported being at a vehicle stop, Saturday morning at Wayland Road and Golf View Lane in Washington. A citation was issued to Rogelio Villa Ruiz, 32, of Wayland, for driving while license under suspension.

An officer reported being out with a vehicle, Saturday night at Highway 218 and the Highway 92 ramp in Ainsworth. Cara Nicole Davis, 31, of Ottumwa, was cited for possession of controlled substance – marijuana.

 

Traffic other

A caller Saturday morning at 250th Street and Ginkgo Avenue in Washington reported her vehicle was in the ditch. There were no injuries. She planned to have the vehicle towed the next day. An officer was advised. The information was documented.

A caller Saturday morning at 255th Street and Louisa Washington Road in Columbus Junction reported being stuck on a dirt road and needing assistance after his GPS directed him on that route. The driver, of Iowa City, was actually on the Louisa County side of 255th Street. A Washington County officer assisted, along with a passerby who assisted in getting the caller’s vehicle out of the roadway. There were no damages or injuries.

An officer reported being out with a vehicle in the median, Saturday morning at 240th Street and Highway 218 in Ainsworth. The operator was waiting for a tow truck from a towing service they had contacted. There were no injuries or damages.

An officer reported being out with a vehicle in the median, Saturday morning at 175th Street and Highway 218 in Riverside. No one was around. The vehicle was added to the system.

A caller Saturday morning in the 3200 block of Highway 92 in Ainsworth reported a pickup and a camper were stuck on Highway 92 east of Ainsworth. An officer responded. The pickup would be left along the roadway. The camper was taken by another passerby to the Four Corners with the owner/operator.

A caller Saturday morning in the 1200 block of Highway 218 in Riverside reported a vehicle had gone into the ditch backward and was facing Highway 218 with its lights on. There were no injuries. The operator had a tow truck en route from the Cedar Rapids area. The vehicle was tagged as checked.

A caller Saturday morning at Highway 218 and 265th Street in Ainsworth reported a maroon vehicle in the median. An officer checked on the vehicle. No one was around. There were no damages. The vehicle was tagged.

An officer reported being out with a vehicle, Saturday noon, in the northbound lane of Highway 218 and 305th Street in Crawfordsville. The female occupant had help on the way, which was to arrive in about 20 minutes.

An officer reported being out with three vehicles along the roadway, Saturday afternoon at Highway 22 and Orange Avenue in Kalona. The subjects were moving. Things had shifted on the trailer. There were no problems. They had to stop and adjust items.

An officer reported a silver Pontiac car was stuck in Elm Grove Cemetery, Saturday afternoon in the 1100 block of South Avenue E in Washington. The officer spoke with subjects. A towing service was contacted to remove the vehicle. The city will be notified of minimal damages.

A caller Sunday night at 230th Street and Nutmeg Avenue in Washington reported that there were a couple of vehicles on the dirt road. An officer checked the area and could not get close to the vehicles. They were going to have to wait until conditions dried out to remove the vehicles.

 

Disabled vehicles

A disabled vehicle was reported, Saturday night at Highway 218 and Vine Avenue in Ainsworth. The operator had a towing service on the way to assist.

 

Fire calls

A caller Saturday night at 133rd Street and Highway 1 in Kalona reported debris on fire. Kalona Fire responded. It was a controlled burn.

 

Animal complaint

A caller Friday night in the 3100 block of 140th Street in Riverside requested a welfare check on cattle. An officer responded. The request was unfounded.

A caller Sunday afternoon in the 1800 block of 325th Street in Brighton reported an injured deer in the north ditch near his residence. An officer responded and was unable to locate the deer.

 

Barking dog

A caller Sunday morning in the 400 block of East Van Buren Street in Washington reported a barking dog. The dog was not barking when officers arrived at the residence.

 

Civil dispute

A caller Saturday afternoon in the 400 block of East Madison Street in Washington reported she was having an argument with her “ex.” Officers responded. The parties were separated, and an officer transported the male subject to his residence.

 

Disorderly conduct

Dispatch reported a hang-up 911 call from an intoxicated female subject Friday morning in the 300 block of East Third Street in Riverside. A male subject was yelling about damage to a TV. An officer responded. The male was not intoxicated, but the female caller was. The officer spoke with both parties. The subjects were fine.

A caller Friday night in the 600 block of Whitetail Court in Wellman reported that her granddaughter was assaulting her. A report will be filed. The juvenile was transported to her father’s residence in Kalona.

A caller Friday night in the 200 block of South Van Buren Street in Brighton reported a fight with possibly eight people involved. An officer spoke with all suspects. They had separated for the night.

A caller Sunday afternoon in the 800 block of South Second Avenue in Washington reported there was a male subject outside who was drinking and yelling. An officer spoke with the subject, who was advised to keep it down.

 

DP & Q

A caller Friday night in the 100 block of West Washington Street in Washington reported loud music in the alley. Officers responded. The resident was advised to turn the music down. A second caller called back to advise that the music was still too loud. Officers responded. The problem should be resolved. The owner was advised that they might be cited for disorderly conduct if officers had to return.

 

 

 

A caller Saturday night in the 500 block of East Seventh Street in Washington. Reported that the music at a neighboring business was too loud. An officer spoke with the bartender, who agreed to speak with the band.

A caller Sunday morning in the 800 block of South Second Avenue in Washington reported that his neighbor was having a loud party. Officers responded. The subjects were not loud upon the officers’ arrival.

Fraud

A caller Saturday night in the 2600 block of Ivy Avenue in Washington reported someone made a $400 purchase on her debit card. An officer spoke with the caller. The transaction was stopped. Someone in California ordered a drum set to be delivered to a residence in Sparta, Tennessee. That house was for sale. The information was documented.

A caller Sunday night in the 2400 block of Highway 92 in Washington reported a fraudulent return of goods. An officer was advised. The incident is under investigation.

Hang-up 911 calls

Dispatch reported receiving a hang-up 911 call Saturday afternoon in the 2800 block of Highway 1 in Washington. An officer responded. Subjects at the residence advised that a 9-year-old had made the call. There was no problem.

Intimidation/harassment

A caller Friday afternoon in the 1300 block of North Marion Avenue in Washington reported a foster adult child was making physical threats toward family members and had left the residence. Officers located the subject, and he was taken to Washington County Hospital.

Motor vehicle theft

A deputy reported being out with a stolen vehicle from Keokuk County, Saturday afternoon in the 1300 block of Hoot Owl Hollow in Keota. Contact was made with the owner, who responded and retrieved the vehicle. They did not want to press charges. Documentation was made.

Public intoxication

An officer reported being out with a subject behind the bar, Saturday night in the 200 block of North Railroad Street in Ainsworth. Terrence James Woltering, 54, of Ottumwa, was cited for public intoxication.

An officer reported being out with a subject, Saturday night in the 200 block of North Railroad Street in Ainsworth. Bryar Don Keltner, 26, of Nichols, was cited into court for public intoxication.

Suspicious activity

A caller Friday morning at Eighth Avenue and Second Street in Wellman reported a suspicious box on the sidewalk. An officer responded. It was a cardboard box over cement. Everything was fine.

Trespass

A caller Sunday afternoon in the 2100 block of Lexington Boulevard in Washington reported a subject at the apartment complex who was not to be there. Officers responded and were unable to locate the subject or the vehicle. No one would come to the door at the apartment.

Vandalism

A caller Saturday noon at Riverside Road and 170th Street in Riverside reported that a county snow plow in front of her had hit four mailboxes. An officer was advised. Documentation was made, and County Roads was notified.

Welfare check

A caller Friday night in the 1400 block of First Avenue in Wellman requested a welfare check on a subject who had not picked up his male for a week. An officer spoke with the subject by phone, and he had just forgotten to pick up his mail.

All other offenses

An officer reported locating a bicycle, Saturday morning in the 300 block of South Second Avenue in Washington. It was a red Next Rocket. The officer transported the bicycle to the bike shed.
