Richmond project continues

The Washington County Board of Supervisors adopted a resolution to enter into an amended 28E agreement with the Regional Utility Service Systems and the promissory note that will cover the cost of additional expenses of the proposed Richmond sewer system.

That vote came after a nearly hour-long debate in the Board of Supervisors Room Tuesday morning. The vote was 3 to 1, with supervisors Adam Mangold, Wes Rich and Jim Miksch voting yes and Supervisor Ron Bennett voting no. According to Miksch, Supervisor Steve Davis was called to jury duty.

During the meeting preceding the reconvening of the public hearing that began Thursday, Oct. 18, the supervisors heard from three men from the Iowa Department of Natural Resources, Dennis Ostwinkle, Russell Royce and Terry Jones. They reported on water testing done in the Richmond area in August and September which showed caffeine, fecal coliform bacteria, E. coli bacteria and ammonia from human waste was present.
